of this electoral system was that it enabled minor parties, small parties,
to survive, even though they were not supported by a majority of the
electorate. So under this system, a small party like the Komeito, with
maybe 12 percent of the popular vote, or the Communist Party, with maybe
10 percent of the popular vote, could win some seats.
So the "medium-size election district" system has something
of a proportional representation quality to it, like the systems in Europe,
although it is not a directly proportional representation system. |
